C- An electronic signature is what is placed on an electronic document and takes the form of letters, numbers, symbols, signs, or others, and has a unique character that allows identifying the person of the signer and distinguishes him from others.
Q- What is the competent authority to supervise the electronic signature?
C- The Information Technology Industry Development Agency was established under Law No. 15 of 2004, which regulates the “electronic signature” to support the Egyptian e-commerce industry by securing electronic transactions as a legal means for conducting financial activities on the Internet.
This means providing information technology tools and their applications in the use of “electronic signature” and supporting the digital transformation into a paperless world. C- The Information Technology Industry Development Authority issued, on July 11, 2006, 4 licenses for practicing electronic signature and information security activities and services, namely the Egyptian Company for Networking and Information Security Services (SNS), the Misr Central Clearing, Depository and Registry (MCDR) and the Egyptian Company for Electronic Signature and Information Security Services (Egypt Trust) and ACT, but this company did not complete the procedures for obtaining the license. On September 28, 2009, a license was granted to the Ministry of Finance (MOF) to provide these services to government employees. On June 17, 2019, the Board of Directors issued a decision to cancel the license issued to the Egyptian Company for Network Services. and Information Security (SNS).
Q – What is the authority that grants licenses?
C- The Department of Licensing of the Root CA Electronic Certification Authority was established to review and scrutinize the applications of companies applying for licenses through which electronic signature services are provided in Egypt.
The authority’s administration receives complaints and provides technical advice in cooperation with the committee concerned with the root authority in the authority and mediates between the conflicting parties and in turn forms part of the authority’s framework that investigates complaints and allegations from the telecommunications and information technology industry.
The Root CA Authority issues a limited number of licenses to ESPs in Egypt to provide electronic signature services, issue digital certificates and electronic signatures that are identical to the original for citizens, private sector companies and their clients. The main functions of the authority include managing application processes for CSPs and implementing certification and auditing processes for service providers.
